After earning a law degree from Kyoto University in 1973, joined the Ministry of Finance. Served as advisor to the Minister of Finance of Japan in London. Has been professor at Osaka University, and taught at Princeton University. Has also been president of the Policy Research Institute, MOF (2005–6), visiting professor at the University of Tokyo, and visiting scholar at Columbia Law School. Retired from MOF in 2006.
