1995年にアメリカのワシントン大学大学院ソーシャルワーク研究科修士課程を修了後、カンボジアのホームレス再定住プロジェクトに従事。1998年より国際協力事業団（現 国際協力機構 JICA）のジュニア専門員、企画調査員、国内機関職員等として、アジア・アフリカの保健医療事業に広く携わる。2013年からは民間コンサルタント、国立国際医療研究センター・グローバルヘルス政策研究センター研究員として国際保健分野における研究と実践の両立を図る。2010年に東京大学大学院国際保健政策学修士号、2021年に同博士号を取得した。
