Policy Developments regarding the Problem of Unknown Land Ownership ( –2021)

This study aims to analyze recent policy developments and pending issues regarding the problem of unknown land ownership, over which there has been increasing policy response at the national level. The issue of unknown land ownership has triggered a major shift in Japan’s land system, with the Basic Land Law being revised for the first time in about 30 years in March 2020 and the Civil Code and Real Estate Registration Law being revised in April 2021. While these reforms will have a significant impact on future land use and inheritance in outlying regions, they are not sufficiently being publicized at present. To ensure that the new policy is widely communicated and leads to the resolution and prevention of the problem, this program will elucidate recent policy trends in an easy-to-understand manner and analyze future issues.
