福島県相馬市と南相馬市で新型コロナワクチン接種の支援を行なっている。元キングズ・カレッジ・ロンドン教授および元東京大学大学院医学系研究科教授。2001年から2008年まではWHOにおいて保健政策部門のチーフとして、保健システム評価手法の開発と実証分析を行った。2014年にG7伊勢志摩サミットに向けてエビデンスに基づく国際保健政策提言を取りまとめるトラック2としての官民学連携の研究グループの総括を務めた。2015年には2035年を見据えた保健医療政策のビジョンを策定する厚生労働省の「保健医療2035策定懇談会」の座長を、同年には同じくG7伊勢志摩サミットに向け国際保健外交戦略を策定する「国際保健に関する懇談会」のワーキンググループの座長を務めた。2017年には医師の働き方を通じた厚労省の「医師な働き方改革」副座長や2019年には厚労省・経産省の「未来イノベーション・ワーキンググループ」の副座長も務めた。2019〜2021年までWHO事務局長の上級アドバイザーや官民連携のワクチン基金である感染症流行対策イノベーション連合（CEPI）の科学諮問委員を務めた。東京大学医学部、ハーバード大学公衆衛生大学院博士課程卒。
